That could have been a fathead minniow - they're native to your area and get the black head and breeding tubercles in spawning season (see photos): http://answers.yahoo.com/question/index;_ylt=Ai5gzyK3NRC5IAE6M5b_80Tsy6IX?qid=20070623134514AAA6urq , http://www.nativefish.org/Gallery/Pimephales-promelas-2.jpg

other times they look like the females: http://www.unb.ca/fredericton/science/biology/Fish_key/Cyprinidae/fathead%20minnow_JW.jpg

It could have been a bluntnose minnow: http://www.mchenry.edu/Faculty/mgarriso/FieldGuideToMcHenryCounty/mccdfishgallerywebpages/FishGallery/images/BluntnoseMinnow.jpg or bullhead minnow: http://www.gen.umn.edu/research/fish/fishes/P_vigilax.jpg (I couldn't find a good photo of a breeding male for this one). The fathead only gets 2-3 inches, the others get 3-5 at maturity. If not one of these, it's still certainly something in the minnow family because of the tubercles on the face.

Maybe a Texas Shiner?

The bumps are an indication of breeding and are not always there.

Most likely it was a perch they get black heads and they can get some parasites on they're faces sometimes.
