Give it as many plants as you can. If you can get real aquatic plants (alive), not the ones they sell at Petco and Petsmart, the fish will appreciate it. Get some Java Moss and expiriment with placement. Hang it from your filter, heater, and tie it to little rocks or driftwood. For the single fish species, get a Dwarf Gourami, they stay about 2 inches and come in really great colors. Try and get 3 Yo-yo Loaches, they are tons of fun to watch and they stay about 4 inches long (not Clown Loaches, Clowns get a foot long! Way too big for your tank). The selection you made was pretty good... you may want more shrimp though, they are masters of disguise (obviously) and if you have more, you will see them more often. In a 20 gal tank with your selection I would add either a single male Paradise Fish or a male and female Dwarf Gourami. I would also increase your shoal of Neon Tetras to 10 by either getting 4 more or getting 4 Black Neon Tetras. That would give you a very nice display of fish in your new 20 gallon tank. Go for the 20 gallon tank over the 15.

Sounds like a pretty start to a tank. I think you best bet is to "go natural" in the tank. Use mostly plants (either live or good fakes) and a dark brown gravel. I would also recommend a solid black background. This will make the colorful fish really stand out and most fish are far more colorful and comfortable when kept with a dark substrate.
As far as adding one colorful specimen to the tank, the best answer for commonly available fish would be a betta. If you want something a little less common, a male killifish would be great, maybe a blue gularis http://www.fishbase.org/images/thumbnails/jpg/tn_Apsjo_u0.jpg , they are colorful and would be fine as the single specimen in the tank. A single male blue ram would also be a nice choice for your tank.

I keep six neons an alga eater and a very large young angle fish in a twenty gallon tank. The angle's fins are great as there is nothing in the tank to harm them a very handsome fish.

A community tank with non-aggressive fish, such as tetras, mollies, platies, danios,
guppies and catfish, is a great beginner’s choice. These are all passive in behavior and can live
peacefully with other community fish. For more of an exotic challenge, choose semi-aggressive

Check out several Tropical Fish Store in your area and find the ones that YOU like. Then ask the person in the store to help advise you. Not some young kid either someone older and with more knowledge and experience.

Go with the 20 gallon tank,you will have more choices when you decide what other species to add. As to decorations,the Neon's will enjoy plants (real or artificial) to swim among.

is say a angel fish there color or get to kissing fish but make sure if you get a kissing fish to get a girl and a boy they will not live without each other because in the tank they always putthere lip together and kiss and hold it like that

Get a Plecostomus, to clean the algae that will form on the glass inside your aquarium.The ratio is 1 fish per gallon,so you can add more.Your tank,makes me want to go out & buy another one.I sold mine a few years back.I miss them had 4.

you could put a betta in and he would be fine. you would even have room for a group of female bettas. dwarf gouramis are another good choice for color in a small aquarium.
