I think she's talking about the person that buys merchandise for the store.
I.E- Person WHO decides what to sell in a store. Basically the person that purchases the items for a store. NOT THE BUYERS!!!
Person that decides what will be sold in Bloomingdales, etc
(sorry my dad just called me dumb so I felt I had to explain my self in something)
