Is it true that you cant use hacked pokemon in the game, I read all the gossip on the net and people have diff. opinions i want the true facts.

ok well it depends.

hacked ev's or iv's: the pokemon will turn into a bad egg (not sure if it has any effect on the ds game though)

hacked location (such as arceus being caught on route 202): the pokemon will be banned on wifi but fine in single player.

hacked movesets: should be ok on everything although I am not sure about this.

Well, NOT ALL hacks turn into Bad Eggs. I have an Arceus that is definatly hacked and it did not turn out to be Bad Egg. So it really depends on the hacked codes used, methods, but not at all times will it appear as Bad Eggs.

As the games specifies, Pokemon data that CANNOT be copied are shown as Bad Eggs.

It is a double edge sword at the moment. People who hacked their pokemon are the most affected since it turned the pokemons into bad eggs. People who EV trained their pokemon to pass the limit got bad eggs too, they claim their pokemon are legit so I don't know.
I haven't tested on wifi the arceus I got from a trade, but it played fine.

Yeah, If by hacked you mean max IVs, EVs, max stats and pokemon received due to an Action Replay Code, then, no, it will come up as Bad Egg. except if you used a wild pokemon modifier with an IV mod WITHOUT using an EV mod
