Act of God. No fault. (that is unless, your neighbor was warned about a dead tree or tree that had dead branches)

I would contact my the car insurance company of your in-laws and the home owners insurance of the person who owns the tree. They will be able to give you all the details.

The car owner or his insurance company. It is an act of God so the homeowner isn't liable unless the tree wasn't alive or was damaged.

It usually falls under the home owners policy of the person whos tree it was. The car insurance company should go after them to recover your loss. Thats what you pay car insurance for. You could call your homeowners agent for the proper procedure in your exact local.
