Depends on if you want to be a drinker at some point in your life or not. I went out with a much older friend and had my first legal drink. That was because I had no friends my age at the time because I just moved. Anyway, I don't know what kind of friends you have but don't let them get you drunk. I would start with something light and sweet, unless you have already discovered alcohol. Then maybe you should try jumping out of an airplane or taking a short trip somewhere with some close friends.

Take a day cruise on the bay with friends and spend a few hours out on the water. Then visit a middle-eastern restaurant and make sure they have a belly dancing show. After-wards take in a play, show, or a concert. Take it easy on the alcohol so that you can finish your evening with some quality time with the man of your choice.

Well, a young friend of mine recently went to SF and got falling-down drunk for her 21st.
So, I'd recomend just about anything else other than that.
I can't remember what I did for my 21st, so, whatever it was, I wouldn't recomend it either.
Do you have family in the area? I know you're probably thinking this is a right of passage, but it wouldn't hurt to celebrate with your mom - she was kinda in on your birth, too. ;)

Knit a scarf, master the Rubik's Cube, and dress up as a pirate and ride shopping carts through the parking lot.

besides drinking you could hire a party bus to take you and your friends to clubs and you can dance inside its a club on wheels and much fun

Go to bar after bar, they will give you a free drink if you tell them its your birthday, hehe that's what I did on my birthday :D
