I can't figure out if it's a fungus or insect eggs. I keep removing them and they keep reappearing.

Assuming it is not packing material that has blown here, here are some of my thoughts:

Perlite, a mineral product used in potting soils. Little white balls.

Time release fertilizer....little whitish yellow balls.

If it's fuzzy, then a fungus, but usually that's more nappy than fuzzy.......

If they can be picked off, mealy bugs. If they jump off white fly. If they are quite small and often around aphids, the cast off skin from aphids.

We need some more hints.

Have you planted nursery plants in your garden recently? Many nursery plants' soil contains perlite, which provides aeration and moisture retention (looser and damper soil). You probably would have noticed the perlite in the soil when you planted, though. Do the objects move? Are they furry?
