I have recently got a gulf toadfish and today I was offered a puffer. I'm not sure what type puffer he is. I don't mind if the toadfish eats him, only if he will attack the toadfish.

You might want to consider two tanks - and if the toadfish would eat the puffer as well. These fish could contain tetrodotoxin (found in the skin and internal organs) which makes the fish poisonous: http://www.emedicinehealth.com/wilderness_pufferfish_poisoning/article_em.htm So it wouldn't be a great idea for either of them to get a bite of the other. And since the toad is a predator and puffers are aggressive and nippers, this would almost certainly happen at some point.
