well, they are absorbent, but still are in bags so that they don't make a mess. Is that what you are asking?

because when the sand gets wet and are confined in a bag the water acts as a magnet and bonds the sand granules to-gether thus causing either a barrier for water or explosions
but another question poses did they wet the sand bags around the gun batteries in world war two.

the sand in the sand-bags soaks up some water then the sand as reached ts threash-hold and doesnt soak up / let water past because there is no room for it to get through/ in

Sand becomes cement-like when wet. Having it in the bag keeps it from washing away.
