My 7 yr. old twin boys just broke ANOTHER window.....third this week! I think it IS by accident, but GEEEEZ! What should I do? I'm leaning toward stringing them up by their toes on the clothesline, but really, what do you think? All answers considered! LOL

Lock em in the bathroom when you're not there.

Just kidding, umm try to punish them as much as you can, but don't get out of hand. My brother in law had to take all toys and everything away till they learned not to break stuff. Also he had to move items like couches in the way of the window, so they went to them less.

pick out some chores for them to earn the money to replace the windows. Don't overpay for the chores, either. They have to learn the value of other people's property and this might be a good way to teach that. You don't normally put 7 yr olds to work, but then they're not normally destroying other people's property, either..
Make the purchase of the replacement windows a priority for them. (can't go out and play yet, still haven't fixed the windows, and it isn't x's fault that they don't have a window, it's yours.) Not to overdo the guilt..just make sure the point is understood and put in perspective.
They need to know that it isn't just about the cost of a window, but about the inconvenience that is put upon someone else..
