Depends on your state and city laws. A day care center needs to be licenced. If it has its licenced, it has been okayed by the city.

You did not say if you are the one opening the center, or if you are against one opening in your neighborhood.

Communication is the key. Neighbors should talk, before they start to complain to others.

Objections from neighbours will close you down.
But, in most municipalities, you need a license.
Then you'll get inspected by civic authorities:
Child welfare, Health dept., Fire safety, etc.
All of this before you can get a permit.
Go to your municipality/city hall & inquire.
Every jurisdiction is different.
