It's "God on High, hear my prayer..."

And the song is Bring him Home, written for Colm Wilkinson while he rehearsed the part of "Valjean" in the original gig in The Barbican, London. The song wasn't in the original score but B+S were so impressed with the Drimnagh mans voice that it was written overnight and handed to him...

It's "God on High...". And it's in the song "Bring Him Home" sung by Jean Valjean in the second act.
