It is tinted blue for the same reasons why the opticians sell multicoated lenses for spectacle lenses.

The blue tint cuts down secondary reflections within the glass itself, hence reducing glare.

It might be a paper sheet to protect from scratching if it's new. But, it could be a tint so you won't be blinded by the asshole with their high beams on behind you! lol

If it's what I'm thinking that you're asking, it's either for those turning signals. Or, most likely to dim the glare from the car's lights behind you, so it doesn't go directly in your eyes.
