In Australia, you need to stay at 94 decibels or less to be street legal and you can't legally modify your stock pipes by drilling them out. The result is pretty lame anyway.Staintune (www.staintune.com.au) and Formula1 (formula1mc.com.au) produce pipes locally, though I don't know if they have pipes to suit the V-Star. Worth checking out.
If you go with any of the US-made pipes like Cobra or Vance and Hines, you'll need to have the baffles modified to comply in Australia. It's a fiddly exercise.

A Friend has Vance and Hines pipes on his 1600 Yamaha and it sounds awsome .You will need the Jet Kit also but your best bet is to go to any Bike Night and see if any body else has a bike similar to yours and ask them to start it up so you can hear if you like that sound are not /peace

Pull the mufflers off and get your self a 1 inch hole saw for your electric drill. Cut the baffle out of the muffler and put the mufflers back on the bike. A re-jet may be needed. Not typical though if you don't change the air filter.

A louder horn is more useful than louder pipes. Changing your exhaust may void your warranty, but you don't want to dick around with altering the OEM pipes, get after market ones with the proper carburetor jet kit.

Your only choice then is to replace the pipes. Check site like barons, bub or consult a dealer. There are a multitude of choices out there. Also if you belong to Star touring check their web site lots on info in their forums.

If you don't want to do anything illegal, you can't do anything. Read the lables and the stampings on your exhaust system and you'll see what I mean. I never heard of insurance limiting what you do, but I guess that's possible.
