I have never voted before but I plan to in the 08' presidential election. Is there an election you must vote in before you can vote in the presidential election?

No - you just have to register to vote. However, some state primaries insist that you decalre yourself to some party in the previous general election to vote in the primary.

Not applicable for Pres election in 08. Just register.

No. But in most states, you have to register as a voter several weeks before the date of the election. A few states will allow you to go to a polling place and register - you'll have to find out the rules where you live.
