the car park has several entrancess and exits. so i would assume its a public highway

If it is a council owned public car park either them or the Highways department. Even if it is not the council, they should be able to help you with whatever your problem is by referring you to the right people.

Car parks are not public highways. They are owned by somebody - often the local council - and made available for public use. The owners of the land, or the car park operators (if different) will be responsible for the lighting.

Depends on who owns the car park and if the light is in the car park or on the road outside the car park.

First stop would most likely be whoever is in control of the car park itself.

After that, either the council or the highways agency may be responsible.

Depends if it's free parking or an NCP or other private concern. If it's just open free parking, it will be the council that maintains the lighting.
