If she won't use a tampon then she can not go swimming. Your period does not stop when you're in the water. The pad would absorb water very quickly and then no longer be able to absorb the menstrual blood. The blood would get washed into the pool which might be fine if it was your own private pool that nobody else swam in but do you really want to go swimming with somebody bleeding in the pool? It is very unsanitary.

well from the looks of your comment it sounds as if she just started her period today.
if she just got her period today, then NO she will not be ok with wearing board shorts over a bikini bottom with a slender pad.
the pad will soak up water from the waterpark rides instead of the blood. there is also a chance that the pad will slip off, and that will be really embarassing for your friend. it's also really nasty to other people that are at the waterpark if they find blood in the water that they are swimming in...
even though wearing a tampon would be the BEST solution in this situation, i won't suggest it to you because your friend will not wear one.
if (today) your friend is on one of the last days in her period and she has a VERY VERY VERY light flow today, there might be a chance that her period will end tomorrow.
if her period does not end tomorrow but her flow is very very very light, then she MAY be able to get away with wearing a slender pad with the bikini and the board shorts. i dont suggest doing that at all, but if you really have no other options then that is what i would suggest, ONLY if she is on her last day and her flow is very very very light.
i heard that chewing on a cinnamon stick can slow down your flow a little bit, maybe you could suggest that to your friend.
i'm also not totally sure about this answer, but i know that birth control pills can make you skip a period? i don't think that would work though because i think you might need to take it a few days in advance and since your friend has already started her period i dont think it would work, but hey its worth a try. if you want to try this option ask her mom about it first.
bottom line: if your friend has a regular flow that day she cannot go in the water. the only way she could go in the water is if she wears a tampon or she could choose not to go in the water and just hang out with you at the water park. i know these arent really good choices and i truly feel bad for your friend. since i cant get a tampon in either i've always been afraid of being in this situation. i hope everything turns out ok tomorrow!
good luck!

Hope she isn't too humiliated when she gets out of the water and she has blood running down her leg.
If you are on your period you MUST wear a tampon if you are going into the water.
A pad will just soak up the water and leave the blood going into the water.

Well gal tell her to use tampon. As she will go in water the periods will stop this is how the woman body works. for example during your periods when a woman takes a shower the period stops the same things applies here as well.
Tell her if she doesn't want to use tampon that is fine too but i would strongly recomment some kind of tampon to be on the safe side.
take care
