Wow, what a badly written article.

Cheney did not say they were not an entity within the Executive branch, period. He said the office of the VP was not an entity within the executive branch THAT WAS SUBJECT TO THE PROTOCOLS OF CLASSIFIED DOCUMENT SECURITY. Because the office of the VP does not own any classified documents.

What horrible reporting. Not even basic reading comprehension skills regarding the facts. Pathetic.

Vice President Cheney's office is part of the executive branch as he is vice president. Where it get's grey is Cheney is the president of the Senate. The only time the vice president has anything to do with the outcome of a vote or any proceeding in the senate is in the case of a tie vote.

Actually the 4th branch I believe is the Administrative Branch which has all the Agencies like SEC, FDA, FAA, etc.

Executive, one of the VP's responsibilities is to stand in for the president, he's the vice-PRESIDENT, he can't not be part of the executive branch
