Some of both, but its depends how much fire and how much ice you got on which one wins. If you had 1 bucket of fire and 1 bucket of ice, there would be no fire left. It simple, just ask the kindergarden kids. ....Now, how the heck do you get a bucket full of fire?

Simply put, It takes 3 things to have fire.Heat, oxygen, and fuel. If you throw ice on say a camp fire of burning logs, the ice will cool the wood but not enough to put it out because of internal heat from the wood. But if you put enough ice on the fire, you could smother it by starving it of oxygen. Water does two thing to put out fire. First it cools it down to keep it from combusting other materials close by, and most importantly, smothers it.(covers it to prevent oxygen getting to the fuel source.) If you have a large, extremely hot fire, the water you spray on it evaporates into steam before it get to the source of the fire. But at least it will cool it to some degree and slow it's spread.

I think that it will melt extremly quickly and thus put out the fire. of course it depends on how big the bucket of ice is compared to the fire.

The ice will quickly melt, thus dousing the fire. (Providing the amount of ice is equal to enough water... if it's a really really big fire, a little bit of ice/water won't do it.)
