It's a simple web scripting language. You can code directly with it, but there's no real need to anymore. There are programs that can make things much better than you could realistically code with, and in a fraction of the time. If you want to learn how to make webpages, you should learn HTML though.

Yup, like they said above, it stands for HyperText Markup Language, and once you get past all the technical Hype it's basically this. It's the skeleton, the bones, around which a web page is built. A web page needs it to stand. HTML is the structure.
HTML tells the web page, where's the paragraphs, and where's the headers, and where's the columns, and the footers, and like that.
To give the page some skin, you need css (Cascading Style Sheets) which give a dash of color, beauty, grins, and all that.
Then finally, give it the breath of life, with your own words and images.

It stands for Hyper Text Markup Language. To create web pages with it you will want to try downloading an HTML Editor or just use your yahoo account and sign-up for a free website at Geocites, just go to Yahoo's home page and in the categories section select geocities.
