You DO have to get a motorcycle license but there are two parts to this. One is a written test, the other is a practical test. If you only do the written test DMV DOES give you a permit and you can ride right away. If you want to take the written test you can pick up a motorcyle riders booklet from DMV and study the thing like crazy all day, and then go and take the written test later that same day and then if you pass you get the license there and then. As long as you study that booklet and you can comprehend written English well, you should be fine. And then you're off. You have your basic riders permit and you can hop on your 250 and, carefully of course, go about riding. This basic riders permit has some restrictions however: No freeways, no passengers, no riding after dark. Also, you have to convert this provisional license to a full license within 1 year. I suggest taking a proper motorcylce riders course (about $200) and then if that goes okay, the folks who give those courses "pass" you in some way which enables you to then go to DMV and get your full license. You don't have to take the DMV practical driving test then. And also the riders courses really do (I mean really do!!) hip you a lot of things to watch out for on the roads. After I did mine I was so much more aware of things which, let's face it, can be life-saving! Happy riding!

if it is over 50 cc it is considered a motorcycle so you have to have a motorcycle license
under 50 cc and less than 25mph is a moped
in some states you have to have a license for them

All motorized vehicals need drivers licences and that is a motorized cycle. There may be additional laws helmets and medical insurance besides motor cycle endorcement on your drivers licence.
