Are you referring to Employee taxes, Employer taxes, or both?

1) For several decades now, the Government has been union busting in their policies.

2) It's the IRS's job to catch that. Most IRS agents have no idea how the construction industry works. Believe me, I've had to explain umpteen zillion times why we have 5-10 W2s, 10k deductible miles, work clothes, dues, etc in one year. (Oh, and for fun, try to explain a full referral union to the unemployment office! They don't understand why hubby doesn't need to look for work; out of work lists and dispatches are a foreign language.)

3) The Government shouldn't be discriminating between companies just because of Union or Non-Union. Do you actually think it would help if they get their fingers into this?

4) In a sense, they do have ways of cracking down but don't use them. Non-Union companies also tend to have more OSHA violations. Training is part of that issue. On one of the job sites my husband was on a couple of years ago, a non-union sub-contractor had a man down. The guy was poorly trained (if at all); he was pressure washing from bottom to top instead of the right way (top down). Because of this (it was the ONLY reason) he was killed by a piece of refractory he knocked loose (the whole purpose of pressure washing). The company didn't even have danger tape around the area! If he would have been properly trained, OSHA certified, or had someone like a Steward looking out for him; the guy would still be alive. Many non-union companies don't even have dedicated Safety guys whose only job is to do walk downs and safety inspections.

Construction companies are the largest tax payers themselves.
Each company approaches 1 billion dollars and it is all budgetted. The workers are kept in the loop of opportunities is
free advertisement. Big corporation is the culprit that does not
earn, deliver, produce, or organize their tax validation.
What about the act of interim privacy, a federal rule in D.C. a
worker cannot pay more than is safe to share with the company.
It is the bookworking property that needs the lower taxes.

You can't punish someone for something that MIGHT turn into a crime. Do you want all gun owners to be followed around in case they shoot someone? All drivers to be tracked in case they drink too much? All sexually active people monitored in case they turn out to be rapists? While it would be nice to stop these crimes, these actions are obviously ridiculous means of trying to enforce them.

A company is not required to have a union. There is nothing illegal about that. A company is not required to pay by any specific means. There is nothing illegal about paying cash. What you're describing is WORKERS breaking laws... and they don't even break those laws until it's time to pay their taxes and they don't. Following all of them around or persecuting someone else (the company) is absurd.

If they are getting paid cash, the books will show a cash expenditure for a expendable items. So, the government can't track the cash.

Because it isn't the governments job or interest to organize worker collectives. Companies who pay out in cash eventually get caught, because their books will always be wrong.

What a sweeping and suggestive generalization you have made. Your masters at the union hall must be pleased.

A union support yelling corruption is like an arsonist yelling fire...
