I've searched for a while at the Trophy Garden and I still haven't run into one. I know on the Websites it says you have a small percent chance of running into one.. But I'm sure as long as I was running around in there I would have run into ATLEAST one. Is Eevee Really at the Trophy Garden? Or is there another easier way to get an Eevee?

Eh.. If you have one already then you can multiply by breeding. (Keeping female + male/Ditto in the Day Care.)
Also, if you migrate, you have one. Beat the game, insert your GBA game (after) then at the load screen you can choose 'MIGRATE' and pick 6 Pokemon (Eeeeeeeveeeeesss!) (that don't know any HM moves) then head to the Pal Park (use Surf on the beach under Sangem Town) and tell the guy you got 6 Pokemon from different 'regions' waiting and you'll be able to use 6 '100% Catch Rate' Pokeballs.
And, like the other people said, once you beat the game and talk to the owner on a certain day, you'll be able to catch Eevee in the Trophy Garden. The others (from memory) are Porygon, Jiggleypuff... Eh.. I forget a lot but I know there's those two and more. All aquired on a certain day.

Bebe has an Eevee to give you after you pick up the National Pokedex.
Eevee will NOT appear in the Trophy Garden until you get the National Pokedex. Then you talk to Mr. Backlot every day until he says he's spotted an Eevee and THEN you'll start seeing some.

You can get the National Pokedex and go see BeBe who's house is the house just east of the pokemon center in Hearthome city. If you want to find one at the trophy garden keep talking to Backlot each day and eventually he will say an eevee gave him a smooch on the cheek. Remember, if he asks if your envious answer yes both times.

you have to wait until Backlot, the owner, says that he saw "cute eevees" on his garden then his butler will go out and put some in there.
The other eevee you can get is by Bebe.

After you get the National Pokedex, it is in there. I'm not sure if you have to ask the owner of the garden or not, so check with him as he releases a few different pokemon into the garden if you ask him.

easy way: migrate from gba games
hard way:there should be a guy who tell u what new pkmn appeared that day (eevee could be one )
