This is not a philosophical question. This is a religious question. The question implies that the duality of right\wrong, heaven\hell exists and that there is a divine scorekeeper who tallies all deeds for all people. Then I guess there is some formula that calculates debits, credits, intent, venial and mortal weightings resulting in a final score which determines your "souls" fate. This whole process of course can be trumped if you play the jesus is my savior card which is a carte blanche ticket to heaven. Have you even considered an alternative to thinking in these monotheistic and deterministic terms?
Could be that there is no heaven. No Hell. That this is it. That the dirt nap signifies the end. Could be you are reincarnated as a deer tick Could be that your localized energy is subsumed into a greater super organism and that your localized awareness become transcendant and omniscient. Could be all folly.

If you have never been introduced to the true religion, it's not your fault, therefore you are not held accountable.
If you do not know what you are doing is wrong, again, you are not held accountable.
It also takes some very serious stuff to get you into hell, Like denying the Holy Ghost, and Killing the Innocent.
This will get you sent to hell.
Your works here on earth will decide which of the Three Degrees Of Glory you go to.
Celestial - Kingdom of the sun
Terrestial - Kingdom of the Moon
Telestial - Kingdom of the stars.

The 16th century Spanish mystic John of the Cross once remarked that "in the evening of our lives, we will be examined by love." By this he meant that love is the criteria of judgement that we will face in the end. As far as what love is, it is willing the good of the other as other, and not as a projection of one's ego-driven desires.
In terms of what determines who goes to heaven and under what conditions, this question is not properly adjudicated by philosophy, but by theology, and it's answers come not so much from human reason alone, but from a divine revelation.

No what, but who. Each one of us determine if we want to go to heaven or not. God is in everyone at first, but each one of us has to accept Him or not. It's up to us. He doesn't force anyone to do anything, but those who want to be with Him, to follow Him, are always welcome. He told this by himself, just read his words, there's the key. People have not to decide what's right or wrong, He show us the way to follow and this way can be described in one single word: love.

I would say we do. Each and everyone of us. We, you and I determine where we end after after this life. I do believe it depends, on how we are living. What we have done, or not done. How we treat ourselves, and as well as others. If, we honor and commit to the 10 Commandments. That I do believe, determines where we end up at. Have a nice evening.

I dont know about the religious aspects of heaven, but I believe that if you live your life good, you have a good "afterlife" if there is such a thing. I was raised Catholic and pretty much as long as you repent your ok.
