I think you need to go back and check your dates. The Cardinals started construction on their new ballpark in 2003 and it opened in 2006. The Twins are actually looking at the same construction time and the additional time you are referring to is for design and planning which was needed for the Cardinals as well.

First off, you can't build a Major League stadium in six months. The new Busch stadium took just over 2 years to build. Janurary 2004 to March 2006.
If that still seems faster, it may be because the new Busch Stadium was built mostly with private money, where as the Twins new stadium uses more public funding. This causes a lot red tape and slows the building process. I know in Seattle there were a lot of public forums and design changes made during the building process.

Who told you it only took 6 months to build the Cards stadium? I was in St. Louis 2 years before it was done, and the ground was being broken to start work.
To build a new stadium, one you have to clear hundreds of zoning issues. You need permits, licenses, contractors, etc...
First you get approval to build by the city. Then you have to pull the permits just to clear the land. Then groups come in to make sure it's "environmentally" good to build on. Then you have to level everything that might be in the way, and that takes permits & people to do it. Then they have to flatten & level the field area, etc...
In reality, from the time they went to the Development Board in St. Louis to the time it was done, it took nearly 4 years.
I have worked in construction & development for many years. I was working for the Yankees (3 years ago) when they started designing plans on a new stadium. That was in 2004. Theirs won't be done til 2009. They broke ground on the new Yankees Stadium a few months ago, and it will take 2 full years to build.
That's a lot of work to do, and remember, you can only work between 7:30 - 5:00 pm due to noise ordinences.

First of all, it didnt take 6 months for the Cardinals to build their new stadium.
Busch Stadium broke ground on January 17th, 2004 and wasnt complete until during the middle of the 2006 season, May 29, 2006 to be exact.
No stadium is built in 6 months unless its a little minor league park.

Its friggin cold and the number of available days that you can be outside is less than in St. Louis.
Number two issue
New stadium in St. Louis was not completed in 6 months.
Number three issue
Funding structure can delay construction due to milestone payments and extra inspections.
