Of course. And, no, you don't have to wear a black shirt. Wear your black boots with the white jeans and a white top. Or with a white dress. Have you ever seen the movie Picnic at Hanging Rock? Those girls are all wearing black boots and tights with white/pastel dresses and it looks gorgeous. You will see it in a lot af fashion magazines, too.
Black boots look great with white and light colors. They make the outfit look more grounded and tougher. I love it in the summer, when everyone is wearing little sandals with everything. You can wear your boots with your white jeans or a sun dress and still look summery, but you'll have more style. Although I do keep tall boots for cooler weather, just for comfort's sake!

Black and white is a timeless fashion since both are neutral colors. However, unless you are going for the zebra look, I would suggest accenting with vibrant colors. Also, since black and white are so drastically different, you want to be sure that your pant legs are quite long, otherwise it will make your legs appear shorter and stockier. Unlike how black is slimming, white will show EVERYTHING, so if you have saddlebags or cellulite, tight and white is not for you.
However, if you manage to pull white pants and black boots off, you should give yourself a pat on the back since this is no easy feat.

Absolutely, if the boots have heels and the jeans are long enough to reach at least halfway down the heel.

yep...I wore white jeans & black shoes with a black shirt...stands out looks good so you can do the boots & you can do white slacks or shirt too.
