This sounds like either a power or a heat problem. It may have been built by someone who knows what to do, but what about the parts. First, your power supply could be either failing, or, there may be too much demand from your hardware components. If your PC is full of top-of-the-line components, this is likely a problem if your power supply is too week to support them. You will need to replace it with a more powerful one.
The other possibility is that your PC is not adequately cooling itself. This could be due to a lack of fans, not enough fans, or a fan that is not working. Also, make sure you PC is in a location that allows a lot of air circulation. Your PC contains sensors that will actually turn off the computer if it determines that it is too hot in order to protect hardware components.

Consult with either the person who built the PC, another computer tech, or even a repair shop to determine exactly what is wrong if correcting the above issues does not work.

hopefully you got at least 1yr parts and labor, I would take it back to the expert who made it.
Sounds like either you have some serious configuration problems or youve been infected with a virus or malware in which case you need an antivirus and malware protection to clean out the bugs. the mouse things sounds like spyware or malware. you can try spybot s&d which is free and see if that helps.

I think this says a lot about the so-called "expert" that put it together. Hopefully, s/he will sort it out for you ... and free of charge.

If you haven't already done so, I'd suggest installing anti-virus, anti-spyware/adware/malware and running them in safe mode.

Get your "expert" to check the hardware within your computer, particularly the psu and fans ... especially the cpu fan.

Sounds like a dodgy power supply to me, especially if it's taking a few minutes for the internal fuses to reset themselves.

Start with replacing that.

This is most likely from what you describe
Buy one that is at least 500W or 730W is you use SLI graphics cards

Just by another and plug it in

Do you have a virus software installed? If so, try running a thorough virus scan. If you want a free one...you can go to www.avast.com. If virus is not the issue, try defragmenting...go to start -> program files -> accessories -> system tools ->Disk Defragmenter.

Try scanning for any trojan/viruses/worms. Usually these are the ones that cause your troubles. If you don't have an antivirus/firewall/anti-spyware/adware, then get one.
