My wife was walking the dog last week and a man approached her about paying her to let our dog have sex with their dog? Isn't this illegal? He gave her his phone number. Should I call the police?

Animal breeding is not the same as prostitution. If he wanted the dog to have sex with HIM, then that would be both bestiality and prostitution, and therefore illegal.
If your dog is a purebred, then it's very logical and you should do some research to see if the "stud fee" is reasonable.
If the man seemed shady, or either dog is less than purebred, then he might be engaged in an illegal "puppy mill" and you should call the cops.

Yes, call the police and tell them that someone approached your wife for solicitation, and they even gave you their phone number. Then tell them that you do not pimp out your dog or wife.
I am sure they would love the entertainment. GET REAL, law enforcement officers have much more to do than deal with that issue.
They guy probably was interested in studding his dog and was having problems finding an acceptable, healthy bitc*.... and he more than likely realized, after seeing yours (the dog), that it was well taken care of.

doubt it but I think he is doing a little backyard animal breeding which I think they need a license to breed and sell animals. So he is probably doing that illegally since most breeders tend not to randomly ask people off the street to do that sort of things. Not sure about police but maybe humane society or what ever group that handles domestic animal issues.

No. I don't think it's illegal to pimp your dog out. People breed animals all the time and are they are paid to do so.

No. It is legal. It is also very common, especially if your dog is a male.... It means he wants to get puppies, etc.
