Yes, a man should be able to pull back his foreskin. Normally the foreskin will only go back so far. At the very least, a guy should be able to pull his foreskin back to the point where the entire glans (penis head) can be exposed. Any further and the foreskin kind of "rolls into" the shaft skin, so it can only go so much further beyond that; also the frenulum (link 1) keeps the foreskin tethered to the glans on the underside.

If you have problems pulling it back this far you might have a mild case of phimosis, a condition where the foreskin opening is too tight/narrow for it to be retracted this far. This is usually very easy to fix on your own (see links 2-5 for info on what can be done).

yes. they can pull it back all the way revealing the entire head of the penis, and it would look just like an un-cut penis. (just there would be bunched up skin on the shaft, rather than being on the head)
