I don't have to use toilet paper when standing up and taking a leak.
But if I really need to use the bathroom were I have to sit down then I’ll just do my business and use the extra toilet seat liners to wipe. If there aren't any liners then I wouldn't be using that toilet because I wouldn’t use a public toilet without first putting down a liner. You just don't know what's on those seats.

in an extreme emergency, use the cardboard thing the TP is on. I wouldn't recomend it though. it is better to yell at someone to save you.

i usually carry a travel size pack of kleenex in my purse so i wont be caught in that situation
