Of course it is.
Can't pitch a game if you don't throw the ball.
Now, if you mean can they throw a pitch out of the strike zone, the answer is still yes. They just can't walk anyone, allow anyone to get a base hit, or have any errors made by their team that allow a batter to reach base.
A pitcher could throw many pitches out of the strike zone to any one batter, as long as the batter only lets as many as three go by without swinging.

Yes it is OK to throw a ball. A perfect game consists of a game pitched by one pitcher, for one team, allows no base hits, no one getting on base because of an error or a fielders obstruction, also the pitcher doesn't allow a base on balls or being hit by a pitch..In plain language, it would be 27 hitter's would come to the plate, and 27 hitter's would go directly back to their dugout.

Yes, it is. A perfect game is when you face 27 batters in one team and get them out, without out one person reaching a base. Throwing balls is allowable in a perfect game, but no walks, nor hits. Randy Johnson, last pitcher to throw a "perfect game", against the braves threw balls but he got all 27 batters out with not one reaching base. That my friend is a perfect game.

cuz i play softball and im the pitcher so whenever it is a perfect game i just pitch a ball also it depends on the catcher always aim for the mit if he goes on the indide or outside of the plate follow him

yes, you can throw a ball in a perfect game, if, you don't throw 4 to the same person, and as long it doesnt hit them. If either of them happen then you will have a baserunner and you will no longer have a perfect game however you still will have a no hitter and a shutout going.

Yes! It's just one ball. You could still strike someone out when they have balls, or get them out another way. I don't know of any pitcher or any game that didn't have any balls. That's almost impossible if you think about it. If it ever happened, I think everybody would know it. The pitcher can throw as many balls as he likes as long as he doesn't walk someone.

There hasn't been a starter who has won a game (since they would need 5 innings pitched) that hasn't thrown a ball in the game.

A perfect game is defined as a complete game in which the pitcher has allowed no one to get on base. No walks, no hits, no hit batters, no errors allowing runners to get on base.

I believe the defence can commit an error if it doesn't allow the batter to reach. (ie, a pop fly to the catcher who mis-plays it, it counts as an error and foul ball and the batter gets out)

Yes. He can throw one into the stands if he so chooses. He just can't throw 4 to one batter. Perfect game means that no batter reached base for any reason.
