Rent out a really cool hotel with a pool, mini bar and stage.
Invite AS MANY people as possible!
( as long as you know them! )
And just have fun, trust me the Stage mini bar and pool combo will
be enough for the party to get crunk. But if you serve alcohol make sure there's a limit to how many drinks they can have, you can be liable for stuff like that!

It already sounds like a great party!
If you include friends and family, you can't lose on the fun side of the event. You really have to keep one thing in mind, drinking is not the gauge that you use to determine how much fun you are having. If you have champagne, or a few drinks, you are joining in the party. If you race to see who passes out first....that isn't fun, it is a hangover waiting to happen. Drinking is always the goal of a 21st birthday, but you have a whole life to drink...do try to do it all in one night.
My co-worker turned 21 and got drunk that night after work. He got stopped for speeding, lost his license for 6 months and lost a day's work due to a hangover. How is any of this fun? We couldn't tell him, since he knew the mistake already, but nobody ever forgot. What a reputation to live with at work!
I am praying that you will have a great time with family and friends but keep your mind sharp. You wouldn't want to say or do something that you would have to explain tomorrow...
That's what matuirty is....doing things in moderation, because it is right.

well it realy depends on how much money aou have or are willing to spend. you could go camping if you like, bring all the liquor there, BBQ, take a swim at the lake with all ur friends and family around....have a capm fire at night. thats prolly the cheapest one. now if you dont care for the nature then maybe ... rent a local restaurant or bar, and let the party begin!!!! once they drink, the fun will kick in!!!....happy 21st birthday!!!

big open field with a bonfire. several kegs and PGA punch to drink. must have hamburgers and hotdogs on the grill at all times. maybe a local band to play the party-like a band that plays weddings and knows a lot of popular songs of various genres. just don't get too drunk and climb to the top of a radio tower like i did on my 21st. happy birthday!
