i dont want to act stupid but where is shift. is it the arrow pointing up , because if it is it is still not working

Control Panel -> Regional and Language Options -> Keyboard Languages or something like that. Add french and after that you should be able to switch through English and French by pressing Alt+Shift.

then select
Language
then
Details
then
Add
you select the French
with keyboard

after setting
you can change between English and French by
using
Alt & Shift

Start > Settings > Control Panel...

You open the Keyboard option and see what settings you have.

Alternatively, right click on your task bar and choose "Toolbars". Choose the Language Bar, and you can do so from there as well.
