That would be Bill Clinton. Bill intentionally misled people knowing fully well what he was saying was not true.

Bush was simply wrong, but did not know it at the time. Keep in mind that most of the world (Democrats included) agreed wtih him.

You have to draw a distinction about what is a lie and what is not a lie.

Clinton has been convicted of perjury so he is obviously a liar.
