You don't give a lot of details as to why you feel your sister is all those things. So we'll have to use our imagination.
If she is interfering with your life in terms of romance, employment, etc. then you have a perfect right to tell her flat out to butt out.
If she is concerned because you're doing something really stupid - like abusing alcohol or drugs or are eating yourself into a grave - then you ought to listen.
If she's trying to manipulate your elderly parents into doing things that would jeopardize their retirement etc. then report her to the authorities for elder abuse.
the key is how much backbone do you have.

Set your boundaries and don't give in.
If she has a temper tantrum, throw a diaper at her.
Don't trust her to keep anything secret, so be honest and open with family, friends, girlfriends.
Just walk away from her. Act like you don't care or can't hear anything she says. Eventually when she sees she is no longer getting a reaction out of you, she'll learn to leave you alone.

tell her what you find wrong about her behavior and if she doesn't change or care about what you say, then tell her that you can't be around her so much.
