In what happened in Congress does that mean Big Government does not work?

How come no answers dont have any insults or no good answers.

The job of Congress is to move slowly and deliberately and make good laws and not make bad laws. Congress is working just fine.

The job of the executive branch is to make sure laws are enforced; lately they have been working so hard trying to get around the laws, they have not had time to enforce the laws.

I do not think it showed that. What it showed is that congress will actually do what the American people want, if and only if they get enough calls to crash their phone system.
