What route do they come out, in which are they? both Elekid and Magby??

Ok, Are you 1923923% sure that it's in The Valley Windworks grass for both Elekid and Magby??

No, Magby and Elekid don't both appear in Valley Windworks to get both:
Elekid-insert your firered version into the GBA slot and it'll appear rarely in the grasses at valley of the windworks.
Magby-insert your leafgreen version into the GBA slot and Magby will appear at stark moutain and route 227 rarely.

to get magby you insert leafgreen in to the gameboy adv. slot on your ds and go right int he grass by valley windworks and to get elekid you just do the same thing as magby but put firered into the gameboy adv. slot. i hope i helped.
