Of course they can. Just build a giant building
with a movable dome. Heat in the winter and
roll the dome back in the summer. It'll work.
Lot's of palm trees.

who the h3ll cares? I know, plant fake palm trees, the orange kind like at Hooters, and put up a sand volleyball court. then make it a horrible @$$ tourist destination with a courtside outdoor bar.
