Like Vann said it's because most of them are retired police or city vehicles. Most municipalities put there cars up for auction at around 100K miles. Cab companies can pick them up cheap.

In Dallas Texas though buying retired city vehicles has become a bit more difficult for cab companies especially since the City of Dallas will not allow a car over five years old to be used as a cab and the city is trying to move the entire public fleet to CNG rather than traditional fuels.

Hope I've answered your question. Take Care.
