It's due to child support arrears, they are garnishing my check and only 2,600 is owed. Since they are garnishing can't the lein be removed?

Until you pay what is owing in full, the lien will remain. You should be greatful it's only on your tax return and not your house, or an other real property.
You say "only 2,600. is owing" if it's only that much then why not just step up and take care of your responsibilty to your child/ren.

Not until it is totally paid. You might try contacting them and seeing if you could agree to pay a certain amount a month, but my guess is that they are garnishing because they have tried that in the past and you have not complied. Hence, why you should have just paid the support mandated in the beginning.

If you have any refunds, the lien permits confiscation.
