Two steel plates are fastened together using four bolts (the figure below ). The bolts each have a shear modulus of 7.8 1010 Pa and a shear strength of 5.7 108 Pa. The radius of each bolt is 1.0 cm. What is the maximum shearing force F on the plates that the four bolts can withstand?

I pretty much agree with steve's imaginings except each bolt's area is pi*r^2, not pi*r^2/4. So the shear strength = pi*0.0001*5.7E8*4 = 716283 N.
P.S. This is a shear problem, not an oscillation problem.

Since you didn't provide a figure, I have to imagine one:
4 bolts, the shear strength of each 5.7E8 Pa and of area π*.01²/4→
ΣF = 4*5.7E8*π*(1E-4)/4 = 1.79E5 N
