For online play on the PS 2, you do not have to pay to play the games other than your cost for your internet service provider. As long as you have internet (preferrably broadband i.e. cable or dsl), you're good to go. Setting up your network adapter is a snap and shouldn't take more than a few minutes. If you have an original playstation, (fat) u'll need to buy a sony ps 2 network adapter which comes with a set up disk. Just follow the on-screen instructions.

No you will not have to pay to play on-line on the PS2. However some games, like Socom, ask for your credit card information just for age verification not to charge you to play.

Sony has no service fee for the PS2, PSP, and PS3 online, but for the PS2 you have to buy a Network Adapter if you have the "fat:" PS2. I can't get online on my PS2 because of that.
