If the will is probated, any person can go into the Register of Wills Office in the county where the decedent was domiciled and ask to read it.

Most of the people who read wills are people doing work involving decedents estates. However, there are people who do real estate title work who regularly read wills, and, of course, anybody who does genealogy work tracing a family tree may read wills.

Yes, and nosy people read wills also. I have done it on a number of occasions.

Unless you have a legitimate reason to read the will, you won't be allowed access to it. This is private information protected by privacy laws. Not to mention, inheritors also have a right to privacy from people who have no legitimate interest in the will.

On the other hand, information from probate court is public knowledge and you should be able to access it as a public record.
