My engagement ring actually came from eBay. My Husband does not earn a great deal of money, but wanted to buy me a nice ring. I have a half carat VS-1 ring with three stones either side.
The ring was cheap as the bottom of the band was broken. We took this to a local jewelers, hand a new band fitted and now I have a very expensive ring, which has been valued at 4 times the price that was paid for it.
Before you visit the stores, research the 4 Cs of diamond buying, cut, colour, clarity and the one I have forgotten!

Try to find if the diamond is original or not. It can be checked using a diamond blade. If u press the diamond with a diamond blade, if it is original diamond, it will not break. If it is duplicate, it will break. This is the only test available to check diamonds. Many people polish glass pieces and sell as diamond. diamonds are in various shapes and colour. The costliest will be crystal white coloured diamond with 8 faces. So, be careful in selecting. Buy only from Very reputed stores.

Zales Jewelers. I used to work there. They have been around forever and a few times a year have a diamond show where a jeweler will come in and make a custom ring.

Chain stores such as Zales, Gordon's, Dunkin's, etc usually tend be more expensive as compared to independent stores. As long as you are educated (http://gemsutra.com/diamonds) about diamonds and shop around you can find reasonable pricing anywhere. Diamonds sold on the internet are usually more competitively priced. Hope this helps.

I think online you can get the best deal. I bought from uniondiamond.com. I just bought a loose diamond and had my wife set it locally.
Here a review site, uniondiamond and bluenile are the only 2 websites they recommend.

For quality look at cut, color and then clarity. There are plenty of tutorials online.

Check out bluenile.com you can build your own ring from the band style to the diamonds and they are very well priced. I know that they have a good return policy if your not happy with it when you get it, and most of their diamonds are certified. Good Luck
