In the classical sense they don't have it. But they manage to inject sperms in the cloaca. Penis is an intermittent organs through which passes the urethra. This situation is not found in birds.

Technically, they are able to invert the last section of the anus into a tube which then delivers sperm to the female internally. Reptiles and birds differ from mammals in that the reproductive system is not separate from the alimentary tract. In non-mammals, eggs and sprem are shed directly into the rectum. It is enlarged into a special chamber called a cloaca. The ostrich is another bird able to invert its cloaca. Reptiles such as snakes and lizards have an arrangement in which the inversion is forked. It can extend from either side of the male's body. This structure is known as a hemipene. It is useful for a long bodied animal which has to restrain a female and could be on either one of two possible sides.
