There are many Cubans in the USA especially in Florida. They can be pivotal in close elections. Since they lost everything when Castro took over, they do not look kindly on any US legislator who tries to normalize relations.

There's no logical reason. By blocking trade with cuba, we allow castro to blame their economic problems on us. If we traded with them, they would either fall by themselves or become more capitolist, so it's a win/win
