You would have to use gameshark or have attended a ninetendo event back when it was held, these are the only two ways in Gold.

There was event in Japan where you had to place the GS ball in the monument in the forest.You could obtain it by downloading it off some wireless signal using a cell phone.Then with an attachment sold by Nintendo you could download it to Pokemon Gold,Silver,or Crystal.They were going to do this in the U.S. but there were already to many types of cell phones and making attachments for each type would cost money and would probably have a decrease in profit since most Pokemon games were in the possesion of kids without cell phones and the adults would just ignore this since they'd have no idea what a Pokemon game was.In Japan a lot of people had cell phones in a household and there were only two types of cell phones with no different styles.The only way to get it now would be to use a GameShark and hack the GS ball but most of the old GameSharks are rare in stores.I ran a search on this before and this answer came up quite a few times.

I think you have to cath raikou suicune and entei and then go in the forest and then you click on the shrine. It should come out. Hope i helped.
