You can try dripping WD-40 or something down into the ends of them.

Then carefully try moving them.

They may be rusted beyond repair - replace them (probably a good idea - you don't want your steering to sieze while driving your boat).

This is an Outboard?
One mistake people do is Grease the Fittings on an outboard. This is a big "No, No" as the grease will actually hold water and freeze up the cable. There is a Tube on the motor the cable go through. IF, you can remove the cable and clean it up, it will probably work and then replace the tube or try honing it some or sanding. To lubricate these cables turn hard to Starboard so the rod extend and just spray with a Silicon Spray.
Whenever I ever fixed these. I had to remove the engine so there room to pull the cable from the engine and hammer them out, rendering the cable useless. Sometimes you have to remove the Tube and Cable together as it will not come out.
One thing if it this bad, you could remove the Cable and Tube together and let it hang down and keep spraying regular with WD-40 and hope it come apart.

Just take the hit in the wallet and pay for new cables, hopefully you can replace them on your own to save some money but if your like most of us just pay the $55-80 an hour labor charge for the job. I have a Ski Centurion with a 200 Black Max outboard and the steering was so tight I could not turn my motor more than a inch either way, $550 to fix and hopefully Ill have it before the 4th of July. Not replacing worn cables totally destroys the fun factor of a good outboard.

You can try to get a hammer & tap the motor end of the cable "in". They are not too hard to replace, I have replaced 2 in different boats.

are you sure your steering wheel isnt locked the cables just wrap around the shaft then to pulleys to move the motor right or left

there is not any easy way.Since the cable is seized,replace it for your own peace of mind and for safety.
