I think it had something to do with the fact that when it rained, the fringes helped run the water off their clothing faster..

I'm guessing it developed when someone whose garments had naturally-frayed edges (for some reason) became really popular (for some other reason), and in the rush to imitate and identify, everybody started deliberately adding the look to their own clothes.
