I'm looking for companies which sell cold enamel (ie. the one that has a binder and sets without a kiln) within the UK (preferably online!).

Dick Blick Art Materials sell what you are looking for, but they are also in the US. They may ship to the UK.

Assuming you're looking for them because you don't have a kiln, if you have a torch you should be able to fire traditional enamels with that (just make sure you do the back first, because anywhere the flame touches will be discolored). It's an option, at any rate.

I believe that "cold enamel" is just a term used for *pre-colored* epoxy resin.

I had some links to suppliers in the UK, but most don't seem to be active now. If you want to check out some of the US sources, just to get some better "names" to search with e.g., check out this page at my site:

As I said though, these are just "epoxy resins" (sometimes a little thinner bodied) that have been pre-colored, but you can certainly buy plain epoxy resin, then color it yourself with oil paints (like artists use) or with the special colorants that are sold for epoxy resins (probably the same stuff.

The first link I gave above also has info on coloring epoxy resin yourself, and also using it in various ways.
